Add comprehensive GitHub Copilot instructions for AbstractPPL.jl development

This PR adds a comprehensive .github/copilot-instructions.md file that provides GitHub Copilot coding agents with detailed instructions on how to work effectively with the AbstractPPL.jl codebase.

What's Included

The instructions cover all essential development workflows with validated commands and explicit timing expectations:

  • Package setup and testing: Complete commands for package instantiation (2-3 minutes), running test suites (3 minutes full, 25 seconds fast), and doctests (15 seconds)
  • Build and validation: Documentation building (1-2 minutes), code formatting with JuliaFormatter, and CI/CD workflow information
  • Manual validation scenarios: Step-by-step testing of core AbstractPPL functionality including VarName operations, hasvalue/getvalue functions, and package loading
  • Critical timeout warnings: Every command includes explicit "NEVER CANCEL" warnings with recommended timeout values to prevent premature build cancellations

  • Timeout specifications: All commands include explicit timeout recommendations (300+ seconds for package operations, 180+ seconds for docs, etc.)

This is pretty good.

Couple of things, but just my opinion:

  • it might make more sense to define AGENTS.md instead of copilot-instructions.md, the former would work with more coding agents and from the webpage copilot supports it (although I haven't verify).
  • my opinion is that these agent instructions might be better built from bottom up in a need-basis instead of generated wholesale. The reason is two-fold:
    • there might be repeated information (for instance, several julia command regarding running tests), information that might be wrong or invalidated in near future (the timings). fundamentally, LLMs have knowledge about Julia folder layout and commands and only need to be nudged
    • the larger the agent instructions, the harder to maintain by human

that being said, I don't object where this is going -- having an AGENTS.md is good. Just that it might be better to start barebone.
