[Bug]: [ALPHA] Overture levels don't check anything

What happened?

It requires a counter to be added to the level, but there's no verification that it's actually being used and will happily re-test the first instruction ("do nothing") for all 202 ticks that it cares about. This applies to the levels Program and Turing Complete.
