[Bug]: Word splitters / mergers scores are being overwritten

What happened?

Word splitters / mergers are unlocked by the new SYMPHONY register level,

but they shouldn't use the score from that level, they should have their score hardcoded (gate score: 0, delay score: 0), as they're are just splitting / merging wires and were like this for a long time.
