[Request]: Add a learning helper system

Pop up hints to the player periodically at a rate that does not overwhelm them. The player should only see hints for things that they have not demonstrated knowledge of. Examples:

• Using copy and paste would disable the tip for copy and paste.
• If the player appears to be struggling at a level, and they have never clicked on the manual button or level logs, highlight one of the buttons as appropriate and point out what they are for.
