Hello!

This PR adds a new extension that allows you to use Rich Presence in your projects.

This extension currently does NOT work, as GarboMuffin needs to add the required library to the packager.

I'm leaving it up to GarboMuffin to fill in the rest of the Enabling Rich Presence section of the documentation.

I think I'm going to change some things internally, since we're going to move to using the rich-presence.js file we have. I'm marking this as draft for now.

I want to change some things up, because I don't think Garbo likes the RPC Library this wants, so I'm going to make one from scratch based off the RPC file from the Desktop app

Unless Garbo makes it before me (I know he can do it better than me)
