[BUG] window controls not working on windows 11 when packaged (specifically the fullscreen blocks)

i just tried it on some older projects where i knew it was working before after having some problems on some newer ones and it wasn't working, however it does work in the editor

edit: after some testing it does work when the project is run as an administrator

As for me, it works normally, but fullscreen sometimes doesn't work, so i add "go into fullscreen" block in loop while the window is not in fullscreen. sorry for maybe bad english
