Dictionaries: Add own-take on "Dictionaries"

Dictionaries is an extension that allows to create dictionaries, which you can assign values to keys within.

It aims to provide as close to an experience as other Data categories as possible by using upcoming changes to TurboWarp.

As of right now, this is not being added to the gallery so as to not overshadow the existing Dictionaries extension.

I've implemented rudimentary reporter-swapping in context menus. It's missing some key parity factors but I am tired, to be honest, so I'm not adding them yet.
