Do you have bindings assigned to those bars?

Do you see it in your wow addon's directory? (`World of Warcraft\_classic_\Interface\AddOns`)

This is _probably_ resolved now. I think the root cause is that the behavior of the _Classic TOC changed to include Cata.

I've confirmed that the addon loads for me. Do you see the addon in the `_classic_` addons folder after it is installed?

Is this working better now? I changed the the TOC file generation bit to only generate a separate one for Vanilla, instead of Classic.

This is implemented in the next release (11.0.4)
