Which license is this under?

Firmware is GPL (See firmware/COPYING for license). I guess I never put any license for software. Do you want it to have some specific license?

I mean is the EE considered to be Open Hardware?

Sure. Do what you want with it. Hardware can't be copyrighted anyways.

Has anybody compiled a BOM for the improved version of the vna? I saw a mention of somebody in the process of doing it but I have seen no final list though I have noticed a list changes for the components which I cannot read (understand). I can make a tiny amount of sense like maybe the kind of part but value and SMD size are beyond my grasp of the system. Maybe all I need is to know which software reads the file (is that all in Kicad, which I glanced at but have not tried downloading? ) (I have been using Target)? To be honest, I have never tried building anything of this sort and recently have been doing circuits using maybe 50 parts and doing the bookkeeping myself. Conversely. I have an immediate job where the VNA could greatly help. If just setting up Kicad is enough then I am ready to go that route even if it takes some learning of a different program. I just read a comparison to Eagle and the author left me feeling they are comparable. Maybe I will actually be happier doing so. Target has some habits I could do without when placing components very near each other.
