Move items crafted from Ice crystal/Void scales (except Ice armor and RPG) out of OW

These 2 items are currently quite rare in the OW, but making them common would only decrease their value - if Void scales is a universal item, OW shouldn't be the best place to get it. Ice crystal can get more obtain methods in the dims if we get cold biomes or whatever. These items can still have obtain methods in the OW, but the items they're used for would be better off in other parts of the mod and not throttled into the OW and forced to be quickly outclassed.

Ice armor can stay OW, because it has such a good ability that it never quite gets obsolete and is nice to have around in the same vein Utopian is OW-accessible. RPG is only able to stick out because it's accessed earlier than all the other explosive weapons. You only need 1 Void scale for it and 2 mobs in the OW can drop it so... It's probably better staying in OW.

But for everything else (Void armor, Void bow, Ice bow, Blast chiller) it really doesn't benefit them to be OW-accessible and have T0 stats
