Oddity with Gravitator and offhand

It is unknown if Gravitator is supposed to work in offhand, but there is an inconsistency that is currently impossible for me to find the origin of. But from what I've seen, it did work for me in offhand when I logged into my test world. But after messing with it by doing stuff like holding another Gravitator in mainhand, the offhand Gravitator stopped working.

I have been unable to get it to work in offhand again, even after exiting the game and going back into the test world. I am on 1.18.2-3.6.3.1

I also saw Gravitator work in offhand on a stream. The way they were able to make it work is also unknown to me. Though granted, they were playing on 1.16-3.6.3 in that instance
