[Fabric 1.20.1 Bug] CarryOn does not respect enities on FLAN land claims

Expected Behavior

Not to allow players to pick up entities in claims made by other players.

Actual Behavior

Players with no permissions to other players claim can pick up. ie; steal mobs like villagers.

Steps to Reproduce

1. Download Flan and Carryon
2. Have player claim an area that has a villager.
3. Enter that players land, and pick up whatever you want
