Can't pick up any mobs in Survival in Create Flavored on Aternos server

I seem to be able to pick up mobs like pigs and such no problem in single player. But on my Aternos server I can't pick up even a cat or a chicken.

Minecraft 1.19.2, Carry On 2.0.2.3, Forge 43.2.0

It's a free server hosting service; I've tried changing configs but nothing seems to be working

How are you changing the config? Are you editing the file itself?
