Windows e2e test is broken

Success criteria:

  • All 1-player Windows e2e tests should work reliably
  • All 1-player Mac and Linux e2e tests should too
  • 2-player Windows e2e tests should be as reliable as the Mac and Linux ones
  • Enable gating in Github so that 1-player tests need to pass to merge (we can override if needed but let's decide not to)
