[Welcome] Add the ability to set a minimum age for goodbye messages

I'd like the ability to set a minimum age for goodbye messages, similar to the feature in greetings.

Currently, setting a minimum age for greeting while also having a goodbye message enabled suppresses the greeting but still shows the goodbye message.
