I would say this move is related to the following promise:

Start taking care of our military.

 

However, this promise itself is somewhat nebulous to me. It seems that Trump is asserting that the United States has never cared for its military and he will take action(s) that will "care" for the military.

As a result, it would be disingenuous to mark this promise as achieved as it would imply the United States has never cared for its military, which is simply untrue.

Since most of his promises are abstract and nebulous at best, is it fair to mark this as in Progress? The next best course would be to retitle this promise, with better wording, something along the lines of 'Start taking better care of our military' OR 'Improve the lives of Veterans'

Some more points to consider:

His federal hiring freeze inadvertently previously affected the military but has since been changed.
