Limitless Raging Song seemingly disables Inciter Skald's Insult feature

Running Daeran as an inciter skald, Insult was working fine (triggering Will saves once enemies were brought into the area of his raging song) until I selected Limitless Raging Song at MR1. Since then, I have not seen any enemies rolling Insult will saves. Respeccing out of Limitless Raging Song made Insult work again.
