Chifra chunks updates

chifra chunks index --truncate should remove the staging, ripe, unripe, and map folders even if there are no blooms or finalized folders because they've already been removed

chifra chunks index --truncate 0 --chain mainnet should work even if there are old-fashioned index files in place so we can use it for migration
