Solver needs more configurable filters

When the TrueBit network is active there will be a lot of tasks. This could flood the resources of a node, we need a way to prevent this.

As well as allowing solver's to be able to customly filter types of tasks that they may not want to do. This might be the case if the task requires a large amount of resources and the machine they are using is small.
