Is a Dropper really needed? It's the same inventory as a Dispenser.

Yes, for my use case it is needed because it uses a different texture. I am not in charge of the resourcepack, but it uses different textures for those GUI's

yep i also use custom textures for guis and it would indeed be a nice feature to have. however i dont think its of highest priority right now, unless its easy to implement ig.
