[BUG]: add video filter makes `frameskip` unusable

Issue description

Turning on frameskip introduces weird tearing black frames. Setting it to fixed interval 1 makes those frames continuous and prevents the any controls from working.

I was trying to eliminate screen tearing in gpsp playing shining force. When I noticed this issue.

I also have tried enabling vsync and my v90 is clocked to 798mhz at all times.

Steps to reproduce

1. Turn on device
2. Launch a rom that runs a little slow (Tetris attack?)
3. Turn on frameskip fixed interval 1
4. The screen flickers black and it will be difficult or impossible to return to the retroarch menu or exit the game.
