Missing file: ./neardev/dev-account.env

Was able to resolve by simply removing the reference to the `dev-account.env` file. Is this file needed? I will open a PR with the changes.

Add `DeleteState` as a new Action, and allow removing contract code by calling `DeployContract(null)`

Any further progress on this? Would be amazing to have these features
