Automatically enable texture collections when opening unknown map

When opening someone else's map TB doesn't seem to know which texture collections were used so it doesn't display any.

So you have to try every single texture collection just to see if it was used in this map, couldn't TB automatically detect and enable all texture collections that are used by a particular map?

Sorry if this has been asked before, I couldn't find another such issue.

@ericwa didn't we discuss this already at some point? Why did we decide against it? I can't recall.

I noticed this when testing the initial Q3 support; all you can really do when opening a map not made in TB is add all of the texture collections.

It might make more sense for Q2/Q3 to allow maps to use any textures in the selected mod directory without the texture collection being active, and just use the enabled texture collections list in the UI to control what's shown/hidden in the texture browser. This is closer to how things work in-game, i.e. maps can reference any texture in the base game + mod, right?
