Update for normalize_moments #17188

My first pull request for the project for function normalize_moments Close #17188. I write the code based on TensorFlow documentation. I already test the function too with test ivy front end too and it passed.

pytest ivy_tests/test_ivy/test_frontends/test_tensorflow/test_nn.py::test_tensorflow_normalize_moments --no-header -q

Please tell me if there any mistake so I can fix them asap.
