Update to bcDec for game version 5.1?

Seems like https://github.com/jspzyhl/AzurLane5.1-bcDec exists and the original author said 5.0 of bcDec is deprecated due to some encoding changes?

Any chance this repo can be updated to 5.1 as well? I can't for the life of me seem to get MSVC to function properly with my system.
