Permission Error

I am totally new to this so I apologize in advance if I am asking trivial questions.

each time I run eval_rl_agent.py I get a permission error from the reset function in base_tsc_wrapper.py saying that the file 4way_choose_next_phase.tripinfo_1.xml is being used by another process.

I made sure the project is not open in other program before running.

Is this a known error or something wrong in my configuration?
