Get mobile tags working again

When you tag something as the below

screenSizes: {
    sm: 360,
    md: 768,
    lg: 1024,
    xl: 1440

It is not changing the screen size

So this appears to be broken again. When tagging a test as #sm - i would expect it to change to that size.

It is just default to full screen.

after debugging

We seem to be calling protractor-use-mocha-hook but it nevers runs our call back
