Make decision what to show (Show in x days / Pending) definite

Currently, it seems that actions are shown with the box "Show in x days" or "Pending" based on which was entered first (a dependency or a date "show from"). This is confusing if you update an entry so that it then has both of these properties set, since it might be shown differently than other actions. I suggest to show both boxes (in a fixed order) or always use "pending" in favor of "Show in x days".

moved to 2.4 because we skip changing state model in 2.3
