TC continuously auto turns off after VPN is turned-off and even though TC is manually turned on, and only upon force close and relaunch does it work

Describe the bug TC services automatically get turned OFF, after turning off the VPN, even though it ideally should not. Better explained in steps below.

To Reproduce Steps to reproduce the behavior:

1. Manually or from notification turn off TC
2. Run any VPN service (app or any other way)
3. Turn off the VPN service while TC is still OFF
4. Turn ON manually or wait for it to turn on automatically (if auto on feature is turned on in TC)
5. After few seconds, at times 30 seconds, TC automatically turns off, even though VPN service is not running/is stopped Ideally TC only turns off if VPN is running by design, but here even though VPN app/service is STOPPED or Force-Stopped, TC services auto turn OFF.
6. Turn on Manually again - The service again stops automatically after sometime, at times 30 seconds
7. Force close TC and relaunch, and it works normally
