better debug info for protected_locations

I have been using a lot of protected_locations, but often times I get an error message that offers no useful info. I would like to request that the "Could not generate province at protected location:" message include information about why the generation failed. Is it too close to a province border? is it too close to another protected location? This would greatly help figure out why the province is not generating, because sometimes it isnt very clear.
