Limit Scope of Assign-Unclaimed-Coords method

• Currently the indicated method first gathers a list of all unclaimed coords on the map
• I believe this is unnecessary
• Rather I think we only have to get the "non-border-unassigned-coords".
• This should really help reduce memory footprint as a local job runs, although it will take longer to run
