Missing lines in the localization and some problems

After I did my localization, I noticed that some lines are not translated. Below I will write out these lines.

Next I encountered some other problems, which I will describe in the form of a list.

• ~~Error that I noticed when editing the type of plot (Error could not read msg-clicl-to from en_US)~~
• ~~Localization doesn't work (plot-menu-change-plot-type-to)~~
• ~~There is no such line in localization (plot-menu-permission-gui-header)~~
• Formatting with HEX colors does not work ( ex. <#ea1222> )
• When you want to see a list of all residents in the nation / town and their large number, the plugin stops responding to any commands. But after a while it loads the list of all players. (I think this may be due to the first run of the plugin)

Fixed a few of the issues in https://github.com/TownyAdvanced/TownyMenus/commit/1a1e20ccf961eab7fcafc8072d0cf77b3a02bf65, hex not working is due to a spigot api limitation forcing all colors to be downsampled to the nearest legacy color
