Suggestion: Refund town creation cost on town delete
Please explain your feature request to the best of your abilities:
For many years I've noticed players accidentally claiming towns where they don't want to, as they don't understand the towny claim system. Then asks for a refund or help to move their town. Would be nice if there was a setting to give back the cost of the town, but only if they only have the 1 claimblock.
This can be easily abused if a town that is moving after being there for a while unclaims to one townblock and then deletes their town getting the refund even though they are not new. So adding a check for the founding date might be good so only times at most 1 hour old can move,
We also store a creation date for towns, which could be used in conjunction with the one townblock rule.

Adding a setting so if the town is less then X days old gives back the creation amount seems like a good way to implement this! :)
