Suggestion: OfflinePlayer-oriented PlayerCache-like API.

Please explain your feature request to the best of your abilities: Some plugins need to use OfflinePlayers in order to decide whether someone can break/build/use things.

A series of TownyAPI methods which take an offline player and a location, and then translates into the Build/Destroy/Switch/Itemuse calls similar to Towny's PlayerCache.
