Report Overhaul

There are a fair few issues currently open around the reporting system and I think we should try to merge them here, because a lot of them are getting at similar things that actually work well together.

• [ ] The first issue is around being able to better contact admins. I feel that while we have a couple of other options already (See #341 ) making report easier to use to flag issues to online admins would be one clear option. One way to do this would be to try to allow players to enter incomplete names or nicknames to save them having to do too much investigating themselves.
• [ ] The other thing that I feel ties into this first point would be to have /report output somewhere into a Discord channel (Or ideally a forum thread if possible, though that probably is not given Proboards). As we are looking at a discord bot for other uses anyway having a channel dedicated to reports in Discord would be a way for all online admins that are just not in game to see potential issues and react faster than posting a forum thread. This is something that may need a bit of thought into its practical implementation and please dont be shy with suggestions!
• [ ] Depending on if the above issue is possible or not we should also have /report inform the player that as no admins are not online that they will need to post on the forums. This should only be added should Discord / The forums not work as a viable option for alerting admins through the in game command.
• [ ] Reporting admin abuse through /report is the issue that could cause some issues, I feel that this would need to either tell the player to report the issue to the forum team / executives, or post an alert to a different administrator only room on Discord for them to review. This again is something that will need a bit of further thought and I would appreciate any idea's you all have to getting this underway!
