Change /tban

I suggest the /tban (or /noob) ban message to include the ban appeal link mostly. Not much to say - can help with confusion of finding the link for different servers without a custom TFM.

Does it not display the message upon attempting to re-connect to the server?

@DUFCLiam Ahh, I had assumed that it did the same as GTFO in displaying a kick message and then a different one on attempting to re-connect. This is a easy fix that should be done in my opinion.
