ATT: Unsupported Command is not ignored

According to GATT/SR/UNS/BI-02-C [Unsupported ATT Commands on Server] (and Vol. 3; Part F; 3.3.), an unsupported command shall be ignored:

If a server receives a command that it does not support, indicated by the Command Flag of the PDU set to one, then the server shall ignore the command.
