Should take energy from links if storage is missing

If the base storage is missing, the links fill up and stay full. Carry/Harvester/etc creeps should pull energy out of links in this case.

How about filler just dropping the energy if there is no storage. I think it is built anyway.

That only works if the filler is alive and functioning. And then the energy will decay faster than if we leave it in the link until someone comes to get it.
