Bottom padding doesn't always show up

I currently have org-padding-heading-alist set to ((2.0 . 1.0) (2.0 . 1.0) (2.0 . 1.0)). I enter this into an org-mode buffer:

* Heading 1
** Heading 2
*** Heading 3
Some text

At this point the padding looks correct: Screen Shot 2022-03-31 at 11 54 36 PM

Now I navigate to the very top of the file and press enter. For some reason, this causes the padding between Heading 1 and Heading 2 to change: Screen Shot 2022-03-31 at 11 55 22 PM

In all honesty, I actually like how when two headings are next to each other, you only get the padding from one of them. That being said, I don't like how this happens inconsistently across various headings (if this is intentional, it should be applied between Heading 2 and Heading 3, or not at all).

Do you have any idea why this is happening? I'm on Emacs 27.2 on macOS.
