Cannot aslay people with quotation mark

If a person has quotation marks in his nickname, for example

abc "def"

this person becomes untargetable with built-in slay system in the window of RDM Manager.

Command "ulx aslay", argument #1: No target found or target has immunity!

It's because it uses runconsolecommand with the player nick without escaping it

Should be fairly easy to fix by using userid/steamid instead of nicknames.
