Support maximum community size in Bipartite graphs

Support for Bipartite graphs has been implemented: #5

Maximum community size is supported in regular and multiplexed graphs: #8

Currently the max_comm_size parameter is passed to internal functions for bipartite graphs but does not change the results. As shown [here], this feature is supported in Python so the issue is calling it internally in R via reticulate.
