Dev tools TM doesnt remove to everyone

Describe the bug Removing Under Misc > Devtools I cannot remove this

TM Enable Timecycle Timecycle Modifier

I would like this not to show to anyone/everyone but it shows

You do not miss any settings. Timecycle modifier menu does not have any permission checking.
