Set up performance testing on CI

In the light of a possible performance regression in https://github.com/TokamakUI/Tokamak/pull/281 it's definitely time to have performance testing set up on CI.

In addition to some isolated tests, maybe we could use something like Chrome Lighthouse CLI on CI?
