The only reasonable answer is that
10 + 9 == 19
and 9 + 10 == 21
to get 19, would you not need: 10 - 0 + 9?

because 10 - 0 == 1
and 1 + 9 == 19

There isn't any 8 in that number, though, so it would make more sense for that to stay as 9.
