[Sticky] Add user configurable cooldown

At a glance this should be all that is required to switch to a user-configurable cooldown closing #80.

I only spent about 5-minutes looking at this and it seemed to be a quick drop-in replacement, so I may have missed something. Sorry and please let me know if I did,

Also in my second commit added the functionality to sticky a message in another channel instead of the one the command was run in as requested in #76
