Try setting the downvote emoji again, sometimes this seems to fix issues where votes aren't being detected.

Not much I can do without more info. What are the emojis?

Both emojis are custom non-animated emojis added to the server. One is an upvote arrow, one is a downvote arrow. The upvotes get tracked, the downvotes do not. It works with some other emojis that I have tested, but not that particular emoji, even after completely removing and adding it back to the server.
