Always display assignee avatars

Currently user avatars are displayed only when personal limits are set.

As a user, I want to be able to filter tasks assigned to a specific assignee by cliking on the avatar even if personal limits where not set.

It would be good there will be avatars of all assignee from cards presented on the board.
