Feature: Easy sticky notes

Considering the practice "Make Process Policies Explicit" it would be nice to be able to have rules visible directly on the board. It can be done by adding ability to attach simple sticky notes to the board which will be visible for all participants (of course, those who have the plugin installed).

Few ideas on features:

• As a user I would like to anchor those notes to a specific board element (i.e. column title, swimlane title, divider between columns, cell, card) so the rule can be associated with the visualization properly.
• As a user I'd like to collapse/expand the note so then in collapsed mode it doesn't overlap the other information on the board while still easily accessible.
• Note colors
• Basic text formatting (font size, font style, lists, hyperlinks)

And also will be nice some spoiler for each column with question icon, on hover with description, what each column mean.

Есть вот такая реализация данной, фичи. Конечно не Stick notes. Поддерживается MarkDown, но не все символы. Пока только для колонок. Насколько она соответствует требованиям? И имеет ли смысл подливать данную фичу?

Конечно, стоит. Это, как минимум, лучше ничего. А может и более, чем достаточно.
