t4 bank suggestion and t3 bank bug

The mod withdraws banks at 9k value, this means that t3 banks without "bigger banks" MK will never auto collect.

For t4, bank capacity is 10k base 12.5k with MK and allows deposits, I'd like if the old deposit feature was added only to them
