Restore rest.resubmit_incomplete config parameter

For some inexplicable reason I thought rest.resubmit_incomplete config variable wasn't used anymore and removed it in https://github.com/TileDB-Inc/TileDB/pull/3879 .

This PR is for reverting this change.
